ICANN: Third Face-to-Face Meeting for the Task Force on Arabic Script IDNs (TF-AIDN) to Convene in Singapore
Background: Since the second Face-to-Face meeting of the TF-AIDN in Istanbul, Turkey last June, the group has been working on several fronts related to Arabic Script IDNs including scrutinizing the code point repertoire and defining variant code points for the proposal for Root Zone Label Generation Rules ( LGR ) and the Universal Acceptance of Arabic script IDNs . Though the meeting is closed, observers are welcome to attend.
Ten members of the group will be in Singapore, and in addition to the meeting, they are expected to interact at various IDN related sessions with the community.

About the Middle East Strategy Working Group (MESWG)
The Middle East Strategy Working Group (MESWG) is an ad-hoc group of Internet experts from the region the strategy covers; i.e. the 22 Arab States, Iran, Afghanistan, and Pakistan (collectively defined as “The Region”). The working group consists of 20 experts from 11 countries of the region. ICANN has coordinated the formation of the working group, and provides all the necessary support to drive its mandate forward. ICANN ‘s strategic goals for its engagement in the region are to:
- Foster two-way engagement between ICANN and the broader Internet community in the region;
- Build strong and competitive domain name industry in the region; and
- Promote multi-stakeholder Internet governance mechanisms in the region.
These goals are divided into three strategic focus areas, namely: DNS Security and Stability , Domain Name Industry, and Internet Governance Ecosystem .

About the Task Force on Arabic Script IDNs (TF-AIDN)
TF-AIDN is an initiative of MESWG which focuses on technical issues and solutions to promote Arabic Script IDNs ; this includes their definition, secure deployment, and ease of use for the community. The current technical matters include the following:
- Arabic Script Label Generation Ruleset ( LGR ) for the Root Zone ;
- Second level LGRs for the Arabic script;
- Arabic script Internationalized Registration Data Protocol and Practice;
- Universal acceptability of Arabic script IDNs and variants;
- Technical challenges around registration of Arabic IDNs and variants;
- Operational software for Arabic script IDN registry and registrar operations;
- DNS security matters specifically related to Arabic IDNs and variants; and
- Technical training material around Arabic script IDNs

ICANN : Second Accountability and Transparency Review Team (ATRT2) Implementation Program Update
ICANN is pleased to provide the second update on the implementation of recommendations from the Second Accountability and Transparency Review Team (ATRT2).
ICANN kicked off the implementation work, completed a thorough project planning process for each of the 12 recommendations in the second half of 2014 and is currently executing according to the detailed plans created for each of the 12 recommendations.
With 51 distinct recommendation components to develop, the timeframe for implementation will vary depending on the complexity of the recommendation and its key dependencies. For example, synchronization and alignment will likely take place in conjunction with the work underway to Enhance ICANN Accountability as part of NTIA IANA Functions’ Stewardship Transition. Such dependencies and connections are be flagged in the Implementation Summaries provided for each recommendation on the ATRT2 Implementation Program wiki.
The ICANN community can track status and progress of implementation work on the ATRT2 Program Implementation Wiki through Implementation Executive Summaries. Updates will be provided each trimester through multiple communication channels and at ICANN meetings until all the recommendations have been implemented and integrated into standard operating procedures.
Background Information
The implementation of recommendations from the Second Accountability and Transparency Review Team (ATRT2) began in June 2014, as soon as ICANN’s Board of Directors accepted the recommendations through resolution directing ICANN to begin the work.
As background, the review was conducted by “16 ATRT2 members, who were drawn from the ICANN community via a public notice as well as recommendations from ICANN’s SOs and ACs, and selected by the chairs of the ICANN Board and its Governmental Advisory Committee. These community members spent nearly a year reviewing, studying, questioning, debating and listening to the community as well as staff in preparing their report.”1 Final report was published on December 31, 2013 and included 12 recommendations within the following areas:

Implementation Methodology – Project Management Discipline
ICANN worked closely with the ATRT2 throughout 2013, laying down a foundation to ensure the implementation of the recommendations would be timely and effective. An implementation methodology was designed based on the global standards of The Project Management Institute (PMI) rules, guidelines, and characteristics for the project and development of a management portfolio. The PMI standards are widely accepted with a goal towards achieving professional excellence. Benefits include a clear scope definition, company-wide resource planning, risk mitigation, monitoring against timelines and consistent reporting.
ICANN’s commitment to accountability and transparency, in the interest of Internet users globally, was formalized and documented in 2009 in the Affirmation of Commitments (AoC) agreement with the U.S. Government. It set a course for ongoing evolution and improvement in ICANN’s accountability. ICANN views the implementation methodology it chose as the means of ensuring an organization-wide commitment to continuous improvement. The method of implementing the ATRT2’s recommendations will serve as a pilot. ICANN will refine the approach to apply consistently to AoC and other review efforts.
Roles and Responsibilities
The 12 ATRT2 recommendations contain 51 components. A dedicated Project Manager is responsible for facilitating planning, monitoring progress, conducting risk assessments, resolving issues and providing ongoing reporting across multiple ICANN teams. Each recommendation is assigned a project sponsor and an owner responsible for planning and executing the necessary implementation steps, securing resources and tracking performance via Key Success Factors and Key Performance Indicators. An Advisory Committee consisting of several members of ICANN’S Executive Leadership team has been appointed to oversee the implementation work and ensure timely, clear and relevant reporting to ICANN Stakeholders. ICANN Board is providing additional oversight to ensure that the implementation work is well aligned with the intent of ATRT2 recommendations.
Progress Reporting
With the experience of two previous Accountability and Transparency reviews, ICANN understands the importance of timely and effective communications. In fact, one of the ATRT2 recommendations specifically addresses implementation reporting. Updates on the progress of implementing the recommendations will be posted and reported each trimester through multiple communication channels and at ICANN meetings.
At this time, projects implementing all 12 ATRT2 recommendations have completing a planning process and are executing against detailed plans documented within ICANNs Project Portfolio Management system.

ICANN : Selection of International Law Advisor to the Enhancing ICANN Accountability Process
The Accountability & Governance Public Experts Group (PEG) announces the selection of the 7th and final Advisor to the Cross Community Working Group on Enhancing ICANN Accountability (CCWG).
The PEG is pleased to announce Lee Andrew Bygrave as the Advisor with International Law/Jurisprudence as his area of expertise.
Lee Andrew Bygrave is a Professor at the Department of Private Law at the University of Oslo, Norway, where he is also the Director of the Norwegian Research Center for Computers and Law. He is additionally an associate (former Co-Director) of the Cyberspace Law and Policy Centre at the University of New South Wales in Australia. Among his publications are Internet Governance: Infrastructure and Institutions (Oxford University Press, 2009) and, most recently, Internet Governance by Contract (Oxford University Press, 2015).
Bygrave will be serving in his personal capacity along with the previously announced Advisors to the CCWG-Accountability:

Jan Scholte, Professor, University of Gothenburg and University of Warwick — Area of Expertise: Global Accountability and Transparency — theoretical, practical, tools and metrics
The Advisors have begun their engagement with the CCWG-Accountability, mainly through the CCWG-Accountability Chairs. The Advisors roles are to contribute research and advice, and to bring perspectives on global best practices to enrich the discussion, all while engaging with a broader network of accountability experts from around the world.
As stated in the revised Enhancing ICANN Accountability and Governance Process from 10 October, The Public Experts Group (PEG) was tasked with selecting up to 7 Advisors to the CCWG-Accountability. Now, that the PEG has concluded its work, it will no longer be active. However, the PEG notes that the Enhancing ICANN Accountability Process considered that while the PEG’s formal task is to select Advisors, PEG members could continue to be available provide additional assistance if there is an identified need for further independent input or expertise.
