Coordination Center for TLD of the Republic of Tatarstan wants to apply for a new Russian TLD , .TATAR

Coordination Center for TLD of the Republic of Tatarstan announced that it will apply for the first Russian cultural and inguistic domain, .TATAR .The domain name application was prepared in partnership with the Technical Center of Internet.

“Coordination Center for TLD of the Republic of Tatarstan initiated the appearance of a new Russian TLD .TATAR. Domain application was prepared in partnership with the Technical Center of Internet which provided technical assistance and consultations in making an application and sending it to ICANN.

Domain .TATAR is a cultural and linguistic Internet domain which is meant in compliance with the plans of its creators for the Tatar language speakers and culture representatives who live both in and beyond the Republic of Tatarstan. The new domain will help Tatar Community to identify itself better in multi-lingual global Internet Environment.

We should remind that back in 2005 the first domain zone for a cultural and linguistic community appeared in the Internet, it was TLD .CAT which was meant for the Catalan language speakers and culture representatives. That approach to the creation of new domains proved to be successful. By April 1, 2012 this zone accounted for 53 643 domain names, domain .CAT continues to develop successfully.

It is important to notice that one of the initiators and developers of the project for TLD .TATAR registration was the new Minister of Telecommunications and Mass Communications of the RF Nikolay Nikiforov, who before the appointment occupied the position of the Minister of Informatization and Communications of Tatarstan.

“Domain .TATAR may become the first Russian cultural and linguistic domain and the Technical Center of Internet participated in this ambitious project with great interest. We have already had experience of registration and implementation of the gTLD .RF, therefore our experience and knowledge proved to be useful while preparing an application for domain .TATAR”, said the first Deputy General Director of JSC”Technical Center of Internet” Marina Nikerova.

“An application for domain .TATAR is one of the consistent stages of Tatarstan Informatization. It is not a secret that our republic is one of the flagships of the IT development of Russian regions. The appearance in the Internet of a separate segment of the Tatar language and culture will attract to the Internet a new generation of Internet users. It will make a positive influence on the further development and spread of Tatar culture”, says the Minister of Informatization and Communications of the Republic of Tatarstan Roman Shaikhutdinov.”

ICANN: IDN ccTLD Request From Mongolia Successfully Passes String Evaluation

ICANN is pleased to announce the successful completion of String Evaluation on proposed IDN ccTLD string for Mongolia.

The IDN (Internationalized Domain Name) ccTLD Fast Track Process was approved by the ICANN Board at its annual meeting in Seoul, South Korea on 30 October 2009. First requests were received starting 16 November 2009. The process enables countries and territories to submit requests to ICANN for IDN ccTLDs, representing their respective country or territory names in scripts other than Latin. IDN ccTLD requesters must fulfill a number of requirements:

  • the script used to represent the IDN ccTLDs must be non-Latin;
  • the languages used to express the IDN ccTLDs must be official in the corresponding country or territory; and
  • a specific set of technical requirements must be met (as evaluated by an external DNS Stability Panel comprised of DNS and IDN experts).

The request and evaluation processes entail three steps:

  • Preparation (by the requester in the country / territory): Community consensus is built for which IDN ccTLD to apply for, how it is run, and which organization will be running it, along with preparing and gathering all the required supporting documentation. Requests are submitted through an online system together with additional material supporting the process at www.icann.org/en/resources/idn/fast-track.
  • String Evaluation: Requests are evaluated in accordance with the technical and linguistic requirements for the IDN ccTLD string(s) criteria described above.
  • String Delegation: Requests successfully meeting string evaluation criteria are eligible to apply for delegation following the same ICANN IANA process as is used for ASCII based ccTLDs. Requesters submit string delegation requests to IANA root zone management: root-mgmt@iana.org.

With this announcement, a total of 30 countries/territories requests have successfully passed through the String Evaluation. Of these, 21 countries/territories (represented by 31 IDN ccTLDs) are delegated in the DNS root zone; with the remainder either readying to apply, or actively applying for, delegation of the string. Up-to-date numbers about the IDN Fast Track Program will continue to be provided on the Fast Track Process web page at www.icann.org/en/resources/idn/fast-track and at the ICANN Dashboard on Performance Metrics at https://charts.icann.org/public/index-idn.html.

ICANN looks forward to enabling the availability of non-Latin country-code domains for countries that meet the Fast Track Process requirements.
