ITU Concerned About .TEL Numeric Domains

The International Telecommunication Union has expressed concerns about Telnic’s proposal [pdf] to introduce numeric .tel domain names, saying they could cause confusion or conflicts.

The ITU claims in a letter to ICANN the introduction of numeric .tel domains “raises a number of policy, legal, and practical implications on the potential usage of all-digit strings, not only under .TEL domain, but also under any future telephony-related new gTLDs, because of the possible perceived mapping of the ITU-T E.164 numbering plan into the Domain Name System (DNS), without appropriate procedures to ensure that rights of assignees of Recommendation ITU-T E.164 numbers are properly protected.”

The ITU concerns include that registrants could register domains with numbers the same as a company’s phone number. There are also concerns around national-only numbers like short codes (e.g., 112) and international ITU-T E.164 numbers. Further, the ITU wants to know how the numeric domains will be used and how will unallocated and unused numbers be used.

Afnic : Correlation between Entrepreneurship/Registration under the .FR TLD Still Strong

Afnic,the company behind .FR extension has published a new key figure .This month,the report highlights the correlation between start-ups and the registration of domain names under the .fr TLD.

“The high level of correlation observed since January 2007 has been confirmed for the period 2012-2013.

It may be noted that if the average correlation rate since 2007 is around 70%, this figure is actually much higher when no single event affects it.

For instance, the correlation rate stood at 81% in 2007/2008 and 82% in 2010/2011, reaching 90% in 2012/2013 and 94% in 2009/2010.

In 2008/2009, the rate declined to 24% due to the introduction of the auto-entrepreneur status in January 2009, a large number of people having opted for this tax system.

In 2011/2012, the opening of the .fr TLD to holders throughout Europe (December 2011) and the introduction of domainnames with IDN characters (July 2012) dropped the rate to 56%. It may be noted that the persistence of a high correlation between start-ups in France and creations of domain names under the .fr TLD reflects the preponderance of the French market in .fr TLD business, compared with its opening to Europe.

This also leads to two conclusions:

firstly, that most of the new companies integrate “internet” issues in their strategies by registering at least one domain name;

secondly, that the domain name is usually a .fr TLD, the French namespace becoming one of the indicators of the health of the digital economy in France.”

 

 

ICANN: Post-Delegation Dispute Resolution Procedures Rules Updated

The Rules for the Trademark Post-Delegation Dispute Resolution Procedure (Trademark PDDRP) and Registry Restriction Dispute Resolution Procedure (RRDRP) are now available for download.

The Trademark PDDRP and RRDRP are two of several new Rights Protection Mechanisms (RPMs) available in the New gTLD Program. These procedures complement both existing and other new RPMs and have been developed to provide those harmed by a new gTLD Registry Operator’s conduct an avenue to have such conduct independently reviewed and evaluated. The Trademark PDDRP addresses a Registry Operator’s complicity in trademark infringement on the first or second level of a New gTLD. The RRDRP is intended to address circumstances in which a community-based New gTLD Registry Operator deviates from the registration restrictions outlined in its Registry Agreement.

The Trademark PDDRP [PDF, 181 KB] and the RRDRP [PDF, 257 KB] define their respective claims processes, and the Rules will help the service providers implement the Trademark PDDRP and the RRDRP in a consistent manner.

In addition to the Rules published by ICANN, each service provider will produce Supplemental Rules to help standardize conduct for that provider’s interactions with complainants and respondents. Supplemental rules must not be inconsistent with the Procedure or the Rules.
