ICANN: RFP for IANA Stewardship Transition Proposal Issued by the IANA Stewardship Transition Coordination Group
The IANA Stewardship Coordination Group ( ICG ) today issued a Request for Proposals (RFP) seeking complete formal responses from the “operational communities” of IANA (i.e. those with direct operational or service relationships with the IANA functions operator, in connection with names, numbers, or protocol parameters). The target deadline for all complete formal responses to this RFP is 31 December 2014.
Proposals are expected to enjoy a broad consensus of support from all interested parties. During the development of their proposals, the operational communities are requested to consult and work with other affected parties. Likewise, in order to help the ICG maintain its light coordination role, all other affected parties are strongly encouraged to participate in community processes.
Information about ongoing community processes and how to participate in them can be found here.
Communities are asked to adhere to open and inclusive processes in developing their responses, so that all community members may fully participate in and observe those processes. Communities are also asked to actively seek out and encourage wider participation by any other parties with interest in their response.
Additionally, while the ICG is requesting complete formal proposals from the operational communities only, and that all interested parties get involved as early as possible in the relevant community processes, some parties may choose to provide comments directly to the ICG about specific aspects of particular proposals, about the community processes, or about the ICG ‘s own processes. ICANN: Requests for Extension to Execute New gTLD Registry Agreements
Clause 4 of Section 5.1 of the New gTLD Applicant Guidebook (AGB) provides that eligible new gTLD applicants are expected to have executed the Registry Agreement within nine (9) months of the notification date, and that a “failure to do so may result in loss of eligibility.” The nine-month period for execution of the Registry Agreement generally commences on receipt of the initial Contracting Information Request (“CIR”) invitation. For applicants who received CIR invitations prior to January 29, 2014, the nine-month period started January 29, 2014 and ends October 29, 2014.
That Section further provides the possibility for an extension to the nine-month deadline if certain criteria are met:
An applicant may request an extension of this time period for up to an additional nine (9) months if it can demonstrate, to ICANN’s reasonable satisfaction, that it is working diligently and in good faith toward successfully completing the steps necessary for entry into the registry agreement.
All applicants (including those that wish to qualify as a .Brand TLD) seeking an extension to the nine-month deadline to execute the Registry Agreement must submit an extension request to ICANN prior to the expiration of their deadline as follows:
- All applicants (including those that wish to qualify as a .Brand TLD) with a deadline of 29 October 2014 to execute the Registry Agreement must submit extension requests by 24 September 2014 to be eligible for an extension.
- Applicants with deadline dates to execute the Registry Agreement other than 29 October 2014 must submit extension requests at least 45 days prior to the original deadline date to be eligible for an extension.
If extension requests are not submitted by these extension request deadlines, the applicant will not be granted an extension and will be expected to execute the Registry Agreement by the original deadline.
ICANN will inform applicants whether an extension is granted a minimum of 30 days prior to the original deadline to execute the Registry Agreement. Extensions may be granted for periods of less than nine months, and ICANN may notify applicants of interim milestone deadlines, such as: responding to the Contracting Information Request, submitting a compliant COI and/or submitting proposed changes if the applicant wants to negotiate changes to the base Registry Agreement. These interim deadlines must be met to demonstratethat the applicant is working diligently and in good faith toward successfully completing the steps necessary for entry into the Registry Agreement.
Applicants who have been granted an extension must execute the Registry Agreement by the extended deadline, or risk losing eligibility to execute the Registry Agreement with ICANN. In addition, applicants that fail to meet interim milestone deadlines will be at risk of losing eligibility to execute the Registry Agreement with ICANN. If an applicant loses eligibility to execute the Registry Agreement with ICANN, the status of its application will be changed to “Will Not Proceed.”

Donuts Rolls Out 18 More gTLDs in September as Total Registrations Top Two Million
In less than nine months, more than 2.1 million domain names have been registered in new gTLDs, which Donuts say is exceeding even aggressive early estimates. And Donuts is the largest of the new gTLD providers providing backend registry services for 150 new gTLDs accounting for 867,800 domains, or 41.1 percent of all domains registered across the new gTLDs.
And Donuts is releasing more gTLDs – another 18 in September. By the end of September Donuts will have 154 new gTLDs under management. This month’s release includes .CHURCH, .FINANCE, .BUSINESS, .RESTAURANT, .PIZZA, and .PLACE.
Of the 18, 11 new gTLDs will be available to the public in their General Availability phase while another seven will be available for early registration by trademark holders.
“Surpassing two million registrations is a significant landmark for the new gTLD program and a continuing testament to the strong global demand for specific, relevant domains,” Donuts co-founder and CEO Paul Stahura said. “As more and more targeted, user-focused domains coming online in the next few months, we expect the evolution of the Internet’s global addressing system to continue rapidly.”

Domain Sales Go On Holidays For A Week
It seems like domain name sales went on a holiday in the week to 17 August after a string of six-figure sales topping the Domain Name Journal list of top reported sales.
In the latest edition of the sales chart, dtp.com topped the chart selling for $35,000 through Sedo. Second and third was essentials.com and loa.com, selling for $32,000 and $21,000 respectively through Hilco Streambank.
There were 14 .com sales in the week with one each for .com.mx, .co, .nl, .ag, .com.au and .me. And on the aftermarket side of things, Sedo had a good week with 15 sales while Hilco Streambank and Flippa had two each. The remaining sale was through Netfleet.
